The Democratic Republic of Congo joined IHP+ in 2009. A Memorandum of Understanding between the Ministry of Health and partners on reforming financing of the health sector was signed in 2009. The National Health Sector Plan is from 2011 – 2015. A country compact is now being developed. An IHP+ Country Grant has primarily been used to support planning, monitoring and evaluation processes. A case study on health aid effectiveness and results is currently being prepared. It participated in the 2nd and 3rd rounds of monitoring progress against compact commitments by IHP+Results.

Country assistance strategy 2008-2011 The CAS is derived from the broader Country Assistance Framework (CAF) which is designed to harmonize donor support to DRC's recovery effort and the Government's Poverty Reduction Strategy Paper (PRSP). The CAF is a first step toward harmonization of donor assistance which as donors have agreed is important to rationalize their support for the recovery effort.
